The control services on the grid work to keep the frequency as close to 50 Hz as possible.  Primary frequency is provided by generators with spinning mass to help arrest changes in frequency.  The secondary frequency control will then inject extra power to bring the frequency back to 50 Hz, and tertiary frequency control provide redundancy in case the secondary controllers fail.
