Flash Labour Hire Ltd (FLH) operates a labour hire business in the eastern suburbs of Sydney. The company provides temporary staff, such as cooks, bartenders, and cleaners, to businesses in the hotel and hospitality industry. Staff can be hired out on contracts for as little as one day or as long as six months. FLH has around 2,000 casual staff and 300 employers in its database. The company has five employees who all work at the company’s office in Bondi Junction; Tina Mooney (the CEO), Chloe Jacobs (the secretary and receptionist), Daniel Barlow who is in charge of dealing with casual staff, Shane Brock who is in charge of dealing with employers and Brian Marks, the accounts clerk.

FLH stores information about its staff, employers, and employment contracts in the following table:

Quick Temps Ltd Case Study Table

a This is the type of work that the staff member will perform (such as cook or cleaner). It is stored as a two digit code.

b This is the minimum hourly rate that the staff member can legally be paid based on their age, type of job, qualifications and experience.

c This is the actual hourly rate the staff member is willing to work for. It must be equal to or higher than the award wage (field 27)

d This is the difference between the amount that the employer pays FLH and the amount that FLH pays the staff member. The standard commission is 30%.

When a person wants to be added as a potential casual staff member, they attend an interview, conducted by Daniel Barlow, and, if they are accepted, Daniel creates a new record in the Casual Staff Table. Similarly, if an employer wants to be added to the database, they are interviewed by Shane Brock, and he adds them to the Employers Table. When an employer wants to employ a person, they contact Shane, with their requirements. He searches the database and, if he finds suitable people, he makes a short list and hands it to Daniel Barlow. Barlow ranks the people in order of suitability, contacts them and offers them the position.

If the employee accepts the offer, Daniel creates a new employment contract in the database and gives the employer contact details to the staff member. When the staff member has carried out the work, (s)he fills out a timesheet, stating the number of hours that (s)he has worked and has it signed by the employer. The employer then sends it to Daniel who checks it and passes it onto Brian Marks, to arrange to bill the employer and pay the staff member.

At the end of each fortnight, Brian prepares an invoice record (In the Invoices Table) for each contract, based on the staff member’s timesheet, and sends it to the employer. Employers pay by direct debit into FLH's account at the Commonwealth Bank. When Brian receives the payment, he updates fields 15, 16 and 56 to reflect the date of the payment and the amount outstanding. If the invoice is not paid within 30 days, he contacts the employer once a week for the next three weeks to obtain payment. If payment is still not forthcoming, he writes off the debt and removes the employer from the database.

Brian also uses the same timesheet to make a payment to the staff member. He multiplies the hourly rate (field 28) by the number of hours from the timesheet and uses this to create a payment record in the Staff Payments Table. At the end of each week, he prints out the list of payments and uses the Commonwealth Bank electronic banking site on his office PC to make the payments to the casual staff. When he receives the monthly bank statement, he reconciles it to the Staff Payments and Invoices tables and makes adjustments to correct any discrepancies.
