the run time environment generates symbol tables on the fly

the linker works out all the scope information and generates code for maintaining it 

using an attribute stack for each name and referencing the top of the stack for the current entity by that name

by a symbol table taken from the symbol file

using an attribute queue for each name and referencing the back of the squeueack for the current entity by that name
