Students are required to return cables and tools to their stored positions before leaving the lab.

Switching off equipment I have used before I leave is not my concern.  Someone else will take care of that.

Students are required to ensure that they place all their wire cuttings and other rubbish in bins provided before they leave the lab.

The technical staff are expected to clean up your wire cuttings and other rubbish you create in the labs.
