You need cold temperatures to have stratospheric clouds, chlorine from CFCs and UV radiation from the Sun.  These conditions only occur in Spring.

The conditions required are cold temperatures and a strong polar vortex, so the ozone hole occurs in the winter months of the Southern Hemisphere

Warm temperatures are necessary to facilitate the ozone destroying chemistry as this leads to a strong polar vortex which concentrates the ozone over the South Pole
