A player picks up his queen.  The queen makes brief contact with an opponent’s bishop.  The player realises that completing the capture would result in a lost game so moves the queen to another square. 

The opponent claims touch moves but the player disputes this as his hand did not touch the bishop his queen move should be allowed.  What is the arbiter’s decision? (3)
