The rules of a tournament say that no draws can be agreed until both players have made 30 moves.  White plays 30 Be4 and offers a draw.  Black accepts.  The arbiter arrives at the board and asks both players to sign the scoresheets.

         What, if anything, is wrong with this?

         The error is spotted by the Chief Arbiter when he checks the scoresheets 30 minutes later.  What can be done?  Is a result of 0-0 acceptable? (3)
