The essay will define democracy and the Rule of Law. It will (in part 2) explain how the rule of law constrains power, and (in part 3) argue that democracy depends on legality. It will conclude Democracy requires the rule of law. 

Democracy and the rule of law are vital. Democracy may exist without the rule of law, but its quality is compromised. This essay argues that the rule of law is essential for meaningful democracy. I define what it means for democracy to be meaningful before showing how this means that the rule of law is essential. I do this in sections 2 and 3 respectively. In then conclude that democracy and the rule of law are vital. 

In this essay I will argue that democracy can be understood as requiring the Rule of Law. I will show this by arguing that where democracy cannot exist without the Rule of Law, the Rule of Law is required for democracy. To do this, I first define democracy and the Rule of Law. Then, in part 2, I show that democracy cannot exist without the Rule of Law. I conclude this means democracy requires the Rule of Law.
