The European Union is a strong military power,

therefore it has a large room for action and does not have to cooperate with

any other power if it does not want to.

The People’s Republic of China will overtake the

United States in terms of economic power, therefore the EU needs to pursue

better relations with China bilaterally.

Russia has become a major military threat for

Europe, therefore the EU needs to strengthen cooperation with the United States

to counterbalance Russia.

The EU is ‘a federation in the making’, thus

momentarily lacks some tools of power which would help in pursuing European

interests, therefore needs to create its own capabilities for autonomous

action.
