A CARE Act in his name was created in 1990 to create a federal program focused specifically on providing HIV care and treatment services to low income people with HIV who are uninsured or underserved. He was a child with hemophilia from Kokomo, Indiana who was barred from attending classes following his diagnosis and went on to become a poster child for compassion and understanding within the AIDS epidemic of the United States.
