Vectors and scalars are special cases of matrices. 

A vector can only be a row. 

A scalar (one value) has dimensions "1 x n"

The dimensions of a matrix are "c x r", where "c" is the number of columns and "r"is the number of rows

If a vector has "n" elements, a row vector would have dimensions "1 x n"
