In State B compare the employment probability of
people who were unemployed for 11 months and did not have to go on the training
program with those who were unemployed for 12 months and did have to go on the
program. This creates two groups where the length of unemployment tenure was
quite close so the difference in employment outcomes should more closely
reflect the effect of the training program.
