Voluntary National Reviews (VNRs)

The guidelines proposed for national voluntary presentations at HLPF are mandatory

Two options proposed for the thematic reviews during the annual HLPF meeting under the auspices of ECOSOC include: a) a review of all goals through the lens of the annual theme of the HLPF and an in-depth review of 4 substantive goals per year, and b) annual detailed review of all the goals through the lens of the annual theme of the HLPF 

One of the recommendations made by the Secretary-General is that Member States make voluntary presentations at HLPF at least twice between 2016 and 2030

Goal 17 is expected to be reviewed once every 4 years

The core experience of monitoring for implementation that the 2030 agenda will build upon is the MDGs experience

Administrative data, existing at the local level, have always been fully used for decision-making purposes. 

Censuses representing one of the primary sources of data for the MDGs and covering the entire population are expensive to conduct and are not frequent.

One of the challenges with the MDGs was that there was a discrepancy between international and national standards and that data collected nationally was not always comparable, and missing out on some indicators.

Household surveys are frequently used, because they do not exclude any vulnerable groups. 

Undeterred by national circumstances, countries in the same region should adopt the same indicators

UN regional offices will tave a key role as the coordinator of the work of National Statistical Systems 

Innovative sources of data can be particularly useful for sub-national monitoring processes

National Statistical Offices are expected to align national indicators with internationally agreed standards.

National SDG indicators should include all global indicators 

The Addis Ababa Action Agenda is the first outcome document of the FFD conferences to include science, technology, innovation and capacity building as a distinct action area

Rather than mainstreaming women’s empowerment throughout different action areas, the Addis Ababa Action Agenda contains this issue as one of the 7 cross-cutting areas.

Social protection and essential public services for all are not discussed in the Addis Ababa Action Agenda because they are already covered in the SDGs.

The Addis Ababa Action Agenda has identified 7 cross-cutting areas that build on synergies and provide a focus for action areas on the means of implementation.

The establishment of a new forum to bridge the infrastructure gap is one of the cross-cutting areas identified by the Addis Ababa Action Agenda.

Enhance policy coherence for sustainable development

Encourage and promote effective public, public-private, and civil society partnerships, building on the experience and resourcing strategies of partnerships

Enhance international support for implementing effective and targeted capacity building in developing countries to support national plans to implement all sustainable development goals

Find one reliable source to mobilize additional financial resources for developing countries

3.3 by 2030 end the epidemics of AIDS, tuberculosis, malaria, and neglected tropical diseases and combat hepatitis, water-borne diseases, and other communicable diseases

16.3 promote the rule of law at the national and international levels, and ensure equal access to justice for all

15.8 by 2020 introduce measures to prevent the introduction and significantly reduce the impact of invasive alien species on land and water ecosystems, and control or eradicate the priority species

12.4 by 2020 achieve environmentally sound management of chemicals and all wastes throughout their life cycle in accordance with agreed international frameworks and significantly reduce their release to air, water and soil to minimize their adverse impacts on human health and the environment
