A player is a queen down in a clearly lost position.  He still has over an hour on his clock.  On his move, he leaves his board and walks around the playing hall looking at other games.  He returns after 10 minutes and repeats the process. 

What, if anything, can the arbiter do?  Would the answer be different if the player remained at the board? (3)

In a Swiss tournament player on adjacent boards are playing identical moves.  One of the players is clearly disturbed by this.
