Over the Board chess has resumed.  In one of the countries the government has a Track and Trace system in operation.  This means that mobile phones run an app which records other phones in the area.  If the owner of one of these phones gets the disease then all of those he has been in contact with are notified and asked to self isolate.

         Some players ask that they are allowed to have their phones with them and on during play.

You are the Chief Arbiter at the event.  The following happens during round 4 on board 2 of the Open section.  It is White to move.  Black is not at the board (he went to the bathroom).  White makes his move with a bishop but before he completes the move, he realises that this will result in him being checkmated.  He places the bishop back and moves another piece and completes his move.  None of the arbiters saw what happened.  Only the players playing on board 3 saw what happened.  Eventually White wins the game.  After the players on board 3 completed their game, they come to you and inform you what they have witnessed.

         You approach White and asked him if this is true. 

         What will your ruling be in each of the following cases: (3)

         a. White denies that he touched and moved his bishop.

        b. White admits that this is what happened

The rules of a tournament say that no draws can be agreed until both players have made 30 moves.  White plays 30 Be4 and offers a draw.  Black accepts.  The arbiter arrives at the board and asks both players to sign the scoresheets.

         What, if anything, is wrong with this?

         The error is spotted by the Chief Arbiter when he checks the scoresheets 30 minutes later.  What can be done?  Is a result of 0-0 acceptable? (3)
